can someone become conservator without the family being informed?

Not unless the Petition misrepresents that there are no family members. Ordinarily all family members are to receive notice that a Conservatorship Petition has been initiated.

A petition to the Superior Court, with notice to interested parties, is necessary for a formal conservatorship of the person or the estate. However, by using a revocable trust or a durable power of attorney an individual can give control of his or her assets and financial affairs to another person, without notice to any family members.
