Contested probate, how long does a widow have to file dead husbands will.

My Deceased father made out a Will nameing someone else as executor. Several years later he remarried but did not change his Will. When he died his widow fulfilled part of the Will but not all of it, she has not filed his Will with the court or filed for probate. Does she have the right to do what she wants to and not do all that my fathers Will requests. Does she have the right to appoint herself as executor of his Will? How long does she have to file for probate to settle his estate,or does she have to file for probate? They were married a little over 6 years when he had a stroke. She would not let him return home, he died about one year later.
