death certificate - no body

A friend's wife drowned in a river, and search and rescue tried 2 days to find her body to no avail. We need a death certificate to clear up business and personal matters. How do I get one without the body and, thus, without an autopsy?

I would contact the Coroners Office or the Sheriffs Office that is handling the matter. They should be able to help you either get a death certificate or atleast find out at what point you can request one.
