decedent's debts

if power of attorney ends at death, and there are outstanding credit card debts, and a living sister and mother, and no will - who is responsible for paying the debts - power of attorney, or relatives? also, is notifying creditors the responsibility of the power of attorney?

Only the estate of the decedent is liable for the debts of the decedent. The POA has no role in the question.
