How do you make sure that the executer carries out all of the deceased wishes completely? Is there any way to monitor them?

Yes. An executor is not an executor unless appointed by a probate court that is probating the estate of the deceased. Any interested party can participate in the probate and track the performance of the executor. If there is no probate of a will, there is no executor.

Yes, find out if a probate has been filed in the county where the deceased person passed away. Once you learn the probate case number, file a request for notice form in the case so you can obtain copies of the pleadings and the dates of hearings. Then just read the pleadings and attend the proceedings. Consult an attorney if you don't understand what is happening.
