Can an executor be a beneficiary

Depending on the circumstances.

However, if there are other beneficiaries you may put the executor in a bad position as the executor acts as a fiduciary and must not act to their own benefit to the exclusion of other beneficiaries.

I recommend that you sit down with an attorney to discuss your options if this is in the estate planning stage. If already "in play" you should likewise sit down with an attorney as soon as possible to discuss options. You may have a very limited time in which to act.
