Legal Question in Wills and Trusts in California

If I am not the Executor of an estate can I still have petition to sale real estate without having to request permission from the court? or do I need to petition to be the Executor/Administrator first?

If you have not been appointed by the Court, why would you think you would have the right to sell any property? I would think that the court needs to appoint an administrator in order for any real property be sold.
