Legal Question in Wills and Trusts in California

Executrix (my sister) will not distribute monies in mother's estate.

My mother passed away 7 years ago, my sister distributed all of her estate for the exception of $10,000.00 for each of the three children in case there were any lingering debts or taxes due. Three years ago our brother told my daughter that she could have his portion, my sister gave it to her w/o any contact with brother. It was at this time I found she has this money in a non interest bearing account. I wrote to her for the money and have received no reply. (my sister and I are not on speaking terms.) How can I get the money, am I entitled to interest and if I have to contact a lawyer is she liable for the cost of such?
