My father had a heart attack. He is in and out of concense. How can I take care of his finaces and other issues

You need to get a power of attorney from him. Explain in the POA why you have to act on his behalf. You should be able to find a form on the internet.
You will have to have him execute a power of attorney while he is conscious. You better make sure it is a "durable" power of attorney, which survives incapacitation, and make sure that it specifically provides all that you need to carry out his wishes.
You will need to get a general power of attorney as well as a durable power of attorney for health care. The terms of the POAs will vary slightly depending on a number of factors, including what type of assets you need to deal with and how long you expect to need the power of attorney. These are best discussed with a lawyer.
