my father left his paid for condo to me and my sister 50/50, we plan to rent it out, however I need some cash can I take out a home equity loan without involving my sister. Thanks

No, home equity loans are made only against homes, not rental properties. I doubt any bank would lend you money against a property you have only a half interest in.
