father passed away about a month ago. My step mother is not providing any information about his Will or Living Trust or whatever document he prepared. I know he had prepared something and did not die intestate. I know it is possible to avoid probate, but

Under California law, a trustee or executor is required to give various notices to beneficiaries of a trust or estate. You should gently remind her of that and if she does not do what she is required to do you may have to get a lawyer.
