Do you have to file a Small Estate Affadivit in the city/county where the person died or can it be handled in any court?

For real estate, it has to be filed in the county where they lived. Affidavits for personal property, like bank accounts or investment accounts, don't require court filing, just presentation to the institution holding the assets.
