Legal Question in Wills and Trusts in California

I have a friend who recieved a letter from the state saying he had a ticket from 1989. The ticket is supposedly for firing a fire arm from a vehicle.

He never received or signed a ticket for this let alone that he did not do it. Plus isnt there a statue of limitation on tickets. When he went to the court to try and straighten this out he told them he had not done this, did not know anything about this. He asked to see a copy of the ticket. They could not produce it.

What can he do to correct this problem.
