my husband found out he didnt have long to live went to spend last days of his life in californis to get to know his kids now hes has a severe stroke can not make his own medical decisions his children will not tell me where he is do i have any rights as his wife?

You do have rights to act as his conservator. You need to find out where he is and then ask the local judge to appoint you as his conservator.
