Can I include my son that lives in Mexico never came here in my will in accord with California law?

The law in the state wher the property is normally controls. Since you live in California and the property is also here, the law of California definitely applies. To be on the safe side include in the Will his name, age, etc. and state you are giving him nothing because he never visited you, etc.

I think Mr. Shers misread your question. Or I misread it.
I think your question is whether you can provide for a son in Mexico in your will, when the son has never been to the United States.
The short answer is yes.
