Legal Question in Wills and Trusts in California

If you have two individuals that inherited a piece of property that is paid in full with a dewelling on it and only one of the owners lives on the property but the other person has a bedroom there and store items in that room also in the garage but does not live there are both parties legaly considered equal occupants?
