Legal Question in Wills and Trusts in California

I inherited a property in California and I have a DHCS lien on it, can someone pay them and get my property with out previous notice to me for not being resident?

I don't understand the question? The lien is not a tax lien, so won't go to sale for failure to pay. However, a suit by the state could be brought to obtain a judgment, which could be enforced by sale of the property to payoff the lien and pay you the balance of the proceeds, since you are the title holder, I assume. In that event, you would receive notice of the suit, and soforth.
