lack of will when absent parent passes.
If I have a parent that I have not communicated with in more than 20 years, and that parent passes away, is it possible that I will be heald accountable for any debt and or other financial responsibilities for that parent? If so is there a way to avoid this?

You are not responsible for their debt unless you also agreed to be responsible. The parent's assets are used to satisfy the debt, and if this is not enough, the creditors are out of luck.
