No, though there may be services of which you are not aware. Assuming this is not a true retainer, which is rare.

If the attorney is withholding fees from the retainer you are entitled to an accounting. If you dispute the basis for the fee charged, you should contact your local county bar association and initiate a fee dispute so that you can mediate and/or arbitrate the dispute.
