Legal Requirements for Conservatorship

Who makes sure conservator's do what is ordered as a duty/under court rules? How are these rule's enforced?

Rule vary depending on the county. At a minimum, a conservator is required to file an accounting after the first year and every two years thereafter. You can object if you have standing. Some countys (such as Orange) require that the conservator file a care plan. Consult a local probate attorney.
