what is limited authority to administer estate and what is the IAEA act

The IAEA is a part of the California Probate Code. Authorization to administer the estate pursuant to the Act gives the executor more power to act without first getting permission from the court. The ability to act under the IAEA thus simplifies the probate process when everyone involved is in agreement.
