Legal Question in Wills and Trusts in California

My mom died on February 20, 2010, at her home in Garden Grove, California with now will. My sister is taking over the property and bank accounts with no legal means. She is cashing checks on my mother's account and works for B of A. B of A is doing an internal investigation on my sister at this time. How do I lock her out of my mother's property which is in California and I reside in Montana?? My sister told me that she intends to take all property which includes jewelry & art that my mom incurred & sell it. My sister cashed a check for $25,000 the day before my mom died and had been cashing other checks after my Mom's death as per B of A. I do not know just how much money my sister has been taking out of my Mom's accounts. Thank you.
