mother lives on social security income only-she may be inheriting a small amount of money $10,000 from someone she took care of -will this affect her social security and will she have to pay taxes on it?

It depends on the type of Social Security benefits she is receiving. For example SSDI (disability benefits) have income and asset limitations. If she is receiving Social Security retirement benefits then she should be fine.
