My mother past away and lived in sweden. I live in USA and my sister lives in Sweden. I need to give power of attorney to her so she can act on my behalf at probate. She emailed me a form to date and sign. What all is necessary for me to do? Do I need it notorized?

The answer to your question is governed by Swedish law. You will have to ask someone over there. If the probate was here, you would have to go to a U.S. Embassy or consulate and get it notarized. I have no idea what their rules are.
If your signature has to be authenticated, then you could take the document to the local Swedish Consulate (there's one on Wilshire Blvd) or you may have to have the document Notarized and then sent to the California Secretary of State for an Apostille (which is an internationally recognized method of authenticating documents for use in other countries). If I were you, I'd get the document signed at the Consulate.
