Legal Question in Wills and Trusts in California

I have a neighbor that was apparently deceased in his home for 3 weeks. He was mentally I'll and he didn't come out often so it wasn't uncommon for me not to see him. Everyone in the neighborhood says he has no family and the coroner has taped the home off but he also had a trailer in the back and several riding lawn tractors weed eaters chain saws etc. Well just recently I noticed his neighbor right next door ( I live a few doors down from the deceased) all the sudden has a riding lawn mower which he never had before and am sure he took from the mans home. I've also witnessed his children going in the trailer but couldn't see exactly what they took out of there. The neighbor said the deceased owed him $150 then two days later he said he owe him $300. There's allot of needy families in my neighborhood that could probably use some of the stuff but I just don't think it's legal and I can't get over the fact that not only are they stealing from a dead man but they are being very greedy and trying to now take anything that's worth any kind of value. If it was legal (which I'm sure it can't be) I'd rather allow the more needier families to take stuff opposed to a greedy neighbor. I know it's probably a dumb question but is it in fact illegal? If it is what should I do to stop it from happening? Just call the police everytime I think I hear or see anyone over there and I can't watch it 24/7 and I'm not sure if any other neighbors are in on it with him and taking things for themselves also and that's why nobody has turned him in. I'm just not sure what to do legally or even morally at this point. I live in CA I'm not sure if it matters since laws are different from state to state. Thank you for your time.
