The proceeding is paperwork is intensive and exacting; you will need to work with the attorney closely. However,from the sound of the question, your sister may already be under the care of the county public guardian via a conservatorship proceeding; if so, then the public guardian may already be managing her affairs, and you will not need a conservatorship.
