Legal Question in Wills and Trusts in California

Oral Will

My friend told multiple people of her wishes in regards to a house she owned. All are willing to submit a statement under the penalty of perjury. There is one living family member that has been told of my friends wishes but may or may not follow them. The will, so far, has not been found. Is there any grounds for arguments on an oral will?
