passing of biological father

my father passed away in 2003, and i just found out. he left us when i was only 3, and my sister was 4. i am already late 40's. he never supported us after he left. now i find out he had a business and i want to know if i can file some sort of claim on part of it? i know is is an old case but like i said i just found out. i live in ca. and he lived in texas
