Who pays the attorney for the personal representative

My sister-in-law had to hire an attorney to complete the Probate process. The attorney has told several of the beneficiaries that he represents the personal representative and not the estate. Is this true? If it is true who pays his fees, the personal representative or the estate?

The attorney does represent the executor, not the estate, and his fees, like the executor's, are approved by the court at the end of the probate process and paid from the estate money.
