Legal Question in Wills and Trusts in California

Say two people purchase a car together.

they arenot married. If the Purchase Agreement says "OR" as opposed to

AND", and the Registration is that way also....

If one of those two people die, does the survivor who signed the purchase agreement get the vehicle?

yes. With the "or" designation, either person can sell the car.
