If a person dies with no estate of any value, but does have personal debts, is there a legal process that has to be filed:

If the creditors feel that there were assets, or assets were transferred to others to avoid debts, they could file an action, but would need to open probate proceedings in certain cases. There is also a statute of limitations on these things, that runs from a year of the date of the death of the decedent. You need to speak to an attorney, and provide more detail.
