Legal Question in Wills and Trusts in California

Personal Propertry left by our parents in the will states to be divided fairly and evenly between me and my sister. She removed personal property and put it in an unknown location, is that legal?

If she is the executor, she may have the right or even duty to move personal property in order to safeguard it. But she also has a duty to follow the instructions in the will regarding distributions.
