Should Petition and Order be filed together

Should the Petition for final distribution on a probated will include the Order for distribution. I was told by executor that he isn't filing the order until 2 weeks after the hearing on the petition. It has been my experience that you always include an order for the Judge to sign.

The answer would depend on the common procedure in the court where the petition will be heard. Many courts accept the order before the hearing, while others will not look at it until after the hearing.
