Is there any way to get power of attorney for finances on a person who is incompacitated - in the hospital and unable to communicate - participate in any legal paperwork?

If they're already incapacitated, and no power of attorney was done while they had capacity, a conservatorship would be needed from the probate court.

You will first need to obtain a conservatorship over the person. The issue is that they are incapable of understanding the legalities of the document itself, therefore the Conservatorship is needed first.
