Probate 'amount

In california, when did the law change to allow up to $100,000 to escape probate? Or was it always 100K? I had a past attorney that insisted to take 61k through probate. Was I taken? If so, any recourse?

Date of death of parent was a Oct.1997

I dont know when the change was but it used to be 60k and is now 100k

The law was changed in 1996, operative in 1997 (Probate Code section 13100).
