Can Probate close with an outstanding bill?

My friend is the executrix of her mother's estate and is doing this by herself (no lawyer). She wants to close probate since it's been over a year but there is still an outstanding Medi-cal bill for $23K. Can probate be closed with this outstanding bill? There is a house in the estate that is owned free and clear. The Medi-cal rep told her to settle probate, transfer the house into the beneficiaries names and see about all of the benifiaries getting a loan to pay off the bill. Doesn't the bill have to be paid before anything can be done?

Unless Medi-Cal agrees for it to be paid after probate will need to be paid during probate. A probate loan can be had. There are loan companies that loan money in probates. Typicall high fees but you have to do what you have to do to get it done.
