My Mother in Law passed away 10/17/08. y Wife is executor and has power of attorney. She has signer/owner on her Mother's bank accounts. Can she withdraw money for funeral expenses before the estate goes into probate?

Yes, then the funeral expenses should be accounted for when doing the accounting to the Court.

Your wife should make sure to check how the money in the account were held, i.e., joint tenancy, tenancy in common.
