Legal Question in Wills and Trusts in California

If the property I want to probate has a lean on it will I have to wait for the lean to be lifted before I can start probate.

No. It is a "lien" which is a legal term that means an interest a creditor has in the property of another to satisfy a debt or underlying obligation.

Dealing with liens and debts is part of the probate process. It is a big part of what probate is for. You not only don't have to wait, you need to get the probate started to deal with it properly.
