Re-fi a property in Probate

I assume that I use form DE-165 to request permission to re-fi property in the decendants name, however, as administrator am I required to file proof of mailing to other heirs for this form also? If so, which form would I use for this?

You have to serve everyone who has appeared as an interested party in the probate.
