Hi my name is Sandra my father passed awayed on July 20 th 2006 he was retired from BFI I called them to let them know of his passing and to put in my claim as his beneficiary they told me that me being his beneficiary had expired

I have no idea what BFI I is. If there is insurance or other benefits that haven't yet been paid out that you are eligible for, your eligibility doesn't expire. However, at some point the funds are supposed to be turned over to the State Controller as unclaimed funds. Check www.sco.ca.gov. under both your father's name and your name.
