What is the best way to serve a NOTICE OF HEARING - DECEDENT'S ESTATE OR TRUST when it's to my brother who lives with me?

Hand it to him and mail him a copy also, then fill out a proof of service by mail form.

If you want to do it properly, service must be done by an adult, who is not a party to the suit. But service by mail is sufficient.
