If a sibling says she is the sole executor of their father's will and says by law she can not show it to any other sibling, is this true?

No, in fact she must file it with the Probate Court where it becomes public record.

It depends on whether your father is alive. If so, and he gave her the original or a copy, she should not show it to anyone without his permission. If he is dead, the custodian of the will is required to lodge the original will with the court, where it is public record, and also may furnish you with a copy.
