Legal Question in Wills and Trusts in California

Three Siblings. One is a half daughter and never adopted by dad but grew up with him from the age of 8 on. . One is a full child daughter of dad and one is a full child son of dad. Last child of dad stopped having a relationship with dad over 35 years ago and they have not seen each other. In fact he's in prison now.

If there is no will the half sister is out since Dad never adopted her correct ?

Who has to inform the son that dad has not seen in 35 years of the death ?

Who will be in line to take care of details, home, belongings, etc....

If Dad hasn't seen the son in over 35 years how does that play in ?

Without Will laws of the State of CA will apply. A half sister is a blood child as compared with a stepchild. Other children might have rights as well regardless of the fact there is no communication. A probate might be required depending on what he owns.
