My sister is planning on moving in with my Mother, fine but now she is wanting my Mother to sign her house over, what can i and other sister do

Talke to your mother, and have her consult with an estate planning attorney.
Assuming that your mother is competent, she has every right to do what ever she wants with her house (or with any other assets). You should, however, encourage your mother to talk with an attorney before doing anything. Deeding over her house to your sister could raise tax and other issues, as well as the estate planning issues you have raised.
