My sister, who was first trustee on my mothers living trust has taken over 425K of my mothers 650K without notice or approvals What can be done about this

The first thing that you need to do is get a copy of the trust documents. It is possible that your sister was acting with proper authority. However, you should request in writing that she provide a complete copy of all trust documents and records.

A letter from an attorney for this purpose often generates a quick response.

If you have received a written notice from her you may have a VERY limited time (matter of a few months from date of notice) in which to contest her actions.
