I only have a small savings about $30,000 and a car. Should I make out a living will?

"Living will" is not a real thing. It is a term used imprecisely and/or incorrectly to refer to anything from a power of attorney, to a springing power of attorney, to an advanced directive, to a full blown inter vivos trust. Everyone should have an advance care directive saying what their wishes are for medical care in case they are incapacitated to make their own health decisions. It doesn't sound like you have any need to grant a power of attorney to anyone. An inter vivos trust would be huge over-kill for your level of assets. A simple form will saying who should take care of your car and cash and who should get it sounds like all you need.
