Special Needs Trust unfunded
who is responsible here:
disabled man has Special Needs Trust ordered with the ''family'' stipulating they will full cooperate in establishing the SNT. A year later, there is no money in the trust. Permanently disabled man unable to meet basic needs of living. No SSI, no SSDI due to family involvment. (there is a fraudulent life ins. policy forged in this man's name showing as asset. Family involvment keeping it out of SNT with disabled man unable to get any access to resolve. dysfunctional, wealthy family, abuse of power.

Unless there's a legal obligation to fund the trust (per court order, if I'm reading the question correctly?), the family members have no duty to contribute assets.
If there are no assets of his own, he should be eligible for government assistance.
