Does the State of California try to track down heirs when person dies with no will who has been under care of a court appointed conservator?

If there was a conservatorship of the estate, the conservator has to report to the court where the conservatee's assets go in order to terminate the conservatorship. Part of that process will be identifying the conservatee's heirs. If it was just a conservatorship of the person, then there is no detailed report to the court.
