Can one sucessor trustee control finances when mother still living

My brother and I are both successor trustees( mother still living) Mother unable to maintain finances. Brother is attempting to control finances as mother is also in a living will. We are both equals in the living will. Sister(me) is left out.

It depends on what the trust says. Some require that both successor trustees must act together. A review of all documents would be required to respond to your question.
