TLS what do i do when an executor isnt following the decedents will.properly? who oversees them

You need to bring the matter to the attention of the probate court, by way of a proper petition or other formal request. There is not enough information here to properly advise you. The probate judge is the one who oversees the executor's actions, and will take appropriate action if there is any misconduct.
